FEMP Setting The Pace for High-Performance Buildings

Federal energy managers, facility managers, and building operators are now required to measure energy usage to improve the operating efficiencies of federal buildings. Their new mandate is the result of the requirements in: - Energy Policy Act of 2005 (EPAct 2005) which requires electricity metering; - Energy Independence and Securtiy Act which added steam and gas metering - Executive Order 13514 which sets goals for greenhouse gas emissions. Federal Buildings must: - Monitor all consumption daily - Measure electricity, hourly - Install submeters by October 2012 - File an energy management plan by May 2012. FEMP recommends that Federal Energy Managers adopt the most comprehensive approach – persistent, end-use monitoring with long-term data store.
